US Government Will Test Google, Microsoft and xAI Models Before Launch

Washington has drawn a new line in artificial intelligence oversight, and three of the biggest names in tech have agreed to step across it. The Center for AI Standards and Innovation (CAISI) at the US Department of Commerce’s National Institute of Standards and Technology has announced new agreements with Google DeepMind, Microsoft and xAI, through which it will conduct pre-deployment evaluations and targeted research to better assess frontier AI capabilities and advance the state of AI security. The US government pre-deployment AI model testing Google Microsoft xAI framework marks the most significant formal expansion of federal AI oversight to date.

From Voluntary to Structural

The announcement builds on CAISI’s previous partnerships with OpenAI and Anthropic from 2024, with those agreements renegotiated to reflect CAISI’s directives from Commerce Secretary Howard Lutnick and America’s AI Action Plan. Under the new structure, developers will hand over versions of their models with safety guardrails stripped back so the centre can probe for national security risks in classified environments. Microsoft confirmed it will work with US government scientists to test AI systems in ways that probe unexpected behaviours. Google declined to comment further, and xAI did not respond to requests for comment.

The timing is not coincidental. The partnership comes after Anthropic’s powerful new Mythos AI model pushed concerns about AI’s impact on cybersecurity to a tipping point last month, helping prompt the White House to weigh a formal review process for AI. The new agreements allow CAISI to evaluate new AI models and their potential impact on national security and public safety ahead of their launch, and the centre has already completed more than 40 AI model evaluations. CAISI Director Chris Fall said independent, rigorous measurement science is essential to understanding frontier AI and its national security implications.
