PayPal Sets New Global Goal to Support 25 Million People, Small Businesses by 2030

PayPal is thinking big. The payments giant has announced a new global goal to support 25 million people and small businesses with the resources, skills, and training they need to thrive in the digital economy, a target that puts the PayPal small business goal 2030 at the center of the company’s long-term strategy.
The announcement came on May 12, timed to coincide with Small Business Month, and was unveiled alongside PayPal’s 2025 Global Impact Report. The report outlines how the company plans to expand economic opportunity for entrepreneurs across its global markets.
“Small businesses are the backbone of the global economy, and at PayPal, we believe digital technologies can help level the playing field,” said Amy Bonitatibus, Chief Corporate Affairs and Communications Officer at PayPal. “By equipping entrepreneurs with the tools, training, and access they need to innovate and compete, we can help strengthen economic opportunity and resilience in communities around the world.”
The PayPal small business goal 2030 is not just a forward-looking pledge, it builds on decades of on-the-ground work. PayPal has provided access to more than $30 billion in capital through more than 1.4 million loans and cash advances to over 420,000 business accounts globally, with a specific focus on underserved communities where traditional bank financing remains out of reach for many.
The company’s partnerships add further weight to its financial inclusion credentials. In 2025, PayPal marked 20 years of partnership with Kiva.org, helping facilitate more than $2.4 billion in loans to microbusinesses across more than 80 countries.
With the PayPal small business goal 2030 now formally declared, the pressure is on to deliver for millions of entrepreneurs who depend on digital tools to compete. PayPal operates in approximately 200 markets, giving the initiative a genuinely global reach, from Lagos to London, São Paulo to Singapore.
